A importância da engenharia geotécnica na prevenção de deslizamentos

Nos últimos anos, diversas localidades tem sofrido trágicas conseqüências em decorrência das enchentes, deslizamentos e o caos causados pelas fortes chuvas. Entretanto, esses acontecimentos poderiam ser evitados, ou substancialmente reduzidos, com a adoção de  medidas preventivas.

Em janeiro, após o Governo Estadual do Rio de Janeiro ter decretado estado de calamidade pública na capital e região serrana - reflexo das fortes chuvas, o Portal Obra24horas trouxe uma entrevista com Antonio Carlos Zuffo, que falou sobre as causas e soluções para o problema.

Agora, complementando este assunto, o Professor de Engenharia Geotécnica da PUC-Rio e ex-presidente da ABMS (Associação Brasileira de Mecânica dos Solos e Engenharia Geotécnica), o engenheiro Alberto Sayão explica o que pode ser feito para evitar esses desastres e como a engenharia geotécnica brasileira está capacitada para ajudar nesse trabalho de prevenção. Obra24Horas: É realmente impossível morar em encostas ou há algum tipo de obra que pode ser feita para minimizar a ação dos fenômenos meteorológicos?

Alberto Sayão: É possível sim, desde que os requisitos de segurança usuais da engenharia geotécnica sejam obedecidos. E há obras de engenharia que podem e devem ser feitas para aumentar a segurança. Um muro de arrimo bem dimensionado pode estabilizar um trecho de uma encosta; uma série de barreiras permeáveis, bem posicionadas, pode reter blocos de rocha ou troncos, que aumentariam a energia destruidora das enxurradas ou das avalanches de detritos. O que não é possível é a permissão da ocupação desordenada e inadequada.

Em encostas, infelizmente, é comum vermos habitações precárias, iniciadas com um pavimento e depois expandidas para dois ou três, sem projeto, sem controle, sem fiscalização. Uma habitação ou um prédio que desmorona durante uma enxurrada vai certamente agravar o dano às construções situadas abaixo. Pouco ou nada tem sido feito porque há pessoas ou grupos interessados em apoiar, ou até mesmo incentivar, a ocupação informal ou ilegal. Por outro lado, o investimento em estudos e ações para remoção de zonas de risco é sempre uma atitude impopular e de reduzido retorno político, para os escassos recursos disponíveis.

Obra24Horas: Como os deslizamentos podem ser evitados e quais ações são consideradas as mais eficazes para esse controle?

Alberto Sayão: Os deslizamentos são difíceis de evitar em épocas de chuvas muito intensas. Pode-se, no entanto, evitar que provoquem grandes tragédias realizando um gerenciamento integrado das regiões de encostas, que deve envolver: prevenção, resgate e reconstrução.
Este gerenciamento deve ser centralizado em um órgão do governo municipal ou estadual, coordenados por um órgão federal, que venha a definir prioridades, metodologias e reunir informações. Todo este trabalho deve contar com técnicos especializados: engenheiros geotécnicos, geólogos, geógrafos, etc.

O exemplo é a Geo-Rio, que tem sido eficiente na redução das conseqüências dos deslizamentos na capital do Rio de Janeiro. O custo não é alto. Até porque prevenir é muito mais barato do que remediar.

Obra24Horas: O senhor acredita que o poder público utiliza pouco o serviço dos engenheiros geotécnicos hoje? Por quê?

Alberto Sayão: De maneira geral, o governo pouco utiliza os engenheiros, dando muitas vezes preferência a políticos para ocupar cargos essencialmente técnicos. Infelizmente, isso resultou da recessão acentuada, que por muitos anos afetou ou paralisou as grandes obras da engenharia no país. Com a recente retomada das obras de infraestrutura, a carreira do engenheiro voltou a ser valorizada. Podemos, portanto, esperar que os engenheiros voltem a ocupar os principais cargos relacionados com obras públicas, tecnologia, desenvolvimento etc. Afinal, é sempre um médico que é escolhido para uma secretaria de saúde ou para uma diretoria de um hospital.

A engenharia geotécnica brasileira tem acompanhado os principais desenvolvimentos que ocorrem no mundo e está plenamente apta a resolver os problemas de instabilidade das encostas, com soluções criativas e eficientes. Na realidade, os geotécnicos brasileiros são reconhecidos internacionalmente neste assunto.

Obra24Horas: Após os recorrentes acidentes que vem acontecendo, o senhor acredita que pode haver maior conscientização tanto do poder público quanto da população?

Alberto Sayão: Sem dúvidas, uma catástrofe, mobiliza todos os setores da sociedade. A população se apresenta para ajuda voluntária, a mídia procura esclarecimentos e soluções, e o governo disponibiliza recursos e divulga ações para a recuperação das áreas afetadas. O governo federal já reconheceu que deve assumir um papel mais ativo de prevenção, prometendo um sistema nacional de alerta com radares meteorológicos interligados no prazo de quatro anos. O governo estadual já anunciou que precisa fazer o mapeamento das zonas de risco. Os governos municipais já prometeram realizar a remoção das construções em áreas de alto risco e eventualmente, implantar sistemas de alerta. No entanto, a solução dos deslizamentos vai muito além dessas ações isoladas.

As regiões de encostas requerem que seja mantido o clamor por soluções abrangentes e definitivas, a serem implantadas pelas diferentes esferas de governo: municipal, estadual e federal. O perigo é que, com o passar do tempo, o impacto da tragédia da região serrana vai se esmaecendo. E, com isso, os recursos do governo podem mudar de prioridades.
